How do generally accepted accounting theories apply to government accounting?

There is more than one type of GAAP.

There are the "generally accepted accounting principles" for "normal" companies and there is also GAAP for governments, trusts and funds.

Saying the don't apply is like saying that rules don't exist for government accounting (- of course, this begs for punchline or a cynical comment here - )

They don't. Government accounting is a thing unto itself.
