I know the Dems have a way of paying back brother in laws and campaign volunteers.
If you can make up a form, that everyone can be expected to use, then you can have a staff and office space with a good government salary.
I often have wondered how the really necessary government employees feel about working for these bosses.
One day a copier salesman, the next Chief asst Secretary to the under Secretary of the Dept of Blah blah blah!

Short answer: Far more than necessary. Though I feel the bloat is worse at the Federal level than at the State level.
