Best ways to promote a payroll service?

I would appreciate any suggestions as to the most effective ways to market a payroll service to small businesses.

Market to new business owners, around SBA offices and such. maybe market to accountants; they may have clients that give them hell because their payroll records are straight.

Make a 'net-work' of Chartered Accountants, as well as of Finance and HR Chief of Medium and Small Companies, in your City. Sell your concept to them. I am sure, if you are able to establish your reliability and your services are economical, you will be able to get some clients.
